ActioNet has bolstered its Executive Team with Strategic Hires in key areas such as Innovation, Defense Programs, Civilian Programs, Agile Software Engineering and Cyber Security.

Reuben Maher, SVP & CINO

Reuben Maher has joined ActioNet as its Chief Innovation Officer and Senior Vice President to drive digital transformation as a force multiplier for the company’s growth engine. In this role, Maher is driving a culture of innovation and delivering tangible client value at the intersection of mission and technology. He is focused on enhancing the strategic portfolio of mission-critical capabilities while inspiring curiosity and propelling “big idea” thinking through the ActioNet Innovation Center (AIC). He is both an innovator and data strategist, as well as an evangelist for smart data sharing while maintaining strong cybersecurity controls. He collaborates with clients to approach data as one of their most valuable corporate assets and thus analyze and derive insights from their data to inform business strategy and realize actual value with confidence that their data is secure.

Maher brings over 20 years of demonstrated excellence delivering digital solutions while driving corporate growth and transformation. In his previous role as Jacobs’ Global Director for Innovation and Transformation, Maher was the Principal and Data Analytics Lead driving digital strategy while also leading the enterprise-wide Predictive Analytics initiative to stand up a global Innovation Hub incorporating leading edge artificial intelligence (AI) and machine learning (ML) capabilities. Prior to Jacobs, Maher served as Blue Canopy’s Senior Managing Partner responsible for strategic corporate direction, innovation and solutions development, M&A executive strategy, enterprise sales leadership, and line of business P&L. He authored the Earned Value Management (EVM) Readiness Guide and has been a featured speaker at the Project Management Institute (PMI) College of Performance Management’s EVM World conferences. At General Motors, he managed the North American automotive sales reporting systems as well as multiple strategic global initiatives with international teams.

Mr. Maher earned his Master of Business Administration (MBA) with a focus on Management of Global Information Technology from American University and a Bachelor of Arts from Oral Roberts University. He also holds various management and technical certifications including his Project Management Professional (PMP), Information Technology Infrastructure Library (ITIL), AWS Business Professional, and Microsoft Azure Fundamentals certifications.


David Fink, VP of Defense Programs

David Fink has joined ActioNet as the Vice President of Defense Programs.  Fink brings to the table more than 25 years of experience in both technical and programmatic leadership positions, and currently serves.  He previously served as the Senior Director of GDIT’s Air Force Multi-Domain Operations and Development account where he was responsible for customer relationship management and program execution for a broad and diverse portfolio covering Air Force Command & Control, Cyber, ISR, Space, and Air Force Research Laboratory programs.  His account consisted of over 40 programs and an annual revenue of over $100M. He emphasizes first-rate customer service and is passionate about his dynamic customer portfolio and taking care of his personnel.

Earlier in his career with GDIT’s legacy companies, Mr. Fink served in various capacities including Program Manager, Technical Director, and Subject Matter Expert. He supported Headquarters Air Staff/A2 Future Warfare Directorate where he led a team supporting a range of tasks, including but not limited to special programs, signals intelligence, readiness, and analysis. He also supported OASD (NII) Communications Program Directorate, (now part of USD (AT&L)), with Tactical Data Link (TDL).

Mr. Fink separated from the USAF in 2000 having served initially as a Communications Officer but then cross-trained to be an Air Battle Manager on the E-3 Airborne Warning and Control System (AWACS). He had numerous tours in support of Operations Southern Watch and Northern Watch. Upon his separation from active duty, he worked for a private cyber security company for three years supporting service to various customer on threats and exploits.

Mr. Fink holds a Bachelor’s of Science in Computer Science from West Virginia University. He possesses numerous certifications including ITIL Foundations and Project Management Institute (PMI) Project Management Professional (PMP).


Andy Stevenson, VP, Civilian Programs

Andy Stevenson has joined ActioNet as the Vice President of Civilian Programs.  Stevenson brings over 25 years of experience in business development, solutions architecture, and information technology and cybersecurity operations. Prior to his current role, Mr. Stevenson was responsible for the growth of the national digital services business at Jacobs, focusing on cybersecurity, software development, and cloud capabilities. Mr. Stevenson also served as an executive partner with Blue Canopy Group, where he was responsible for Blue Canopy’s cybersecurity operations, business development, and P&L management. Earlier in his career, he spent many years in international business, building datacenters, networks, and product solutions throughout the world.

Mr. Stevenson earned his Bachelor of Science degree in Electrical Engineering (BSEE) from Virginia Tech. He also holds multiple certifications including Project Management Professional (PMP), and Certified Information Systems Security Professional (CISSP).


Meaghan Bouchoux Carter, VP, Agile Innovation

Meaghan Bouchoux Carter has joined ActioNet as the Vice President of Agile Innovation in support of the ActioNet Innovation Center (AIC).   Carter brings 20+ years of experience providing technical consulting and advisory services for the Federal government, primarily across Civilian agencies. Prior to her role at ActioNet, Ms. Carter was the Federal Information Technology Lead at Jacobs where she oversaw a team of 150 resources delivering over 1,500 Agile software releases to government clients on an annual basis. She has an excellent history of guiding teams to obtain all exceptional Contractor Performance Assessment Reports (CPARs) and numerous industry awards (FedScoop, Affirm, ACT-IAC, Fed100). She is passionate about team performance and has a demonstrated history of lowering attrition.

Ms. Carter offers specialized expertise in Agile Delivery, Shared Services, Incident Management, Executive Communications, Integrated Operations, Content Management, and Program Management Office activities.

Ms. Carter recently earned the Certificate of Management Excellence (CME) from Harvard Business School, a three-year effort in which she pursued advanced executive studies in decision making, negotiation, strategy, communications, and leadership. Ms. Carter is also a certified Project Management Professional (PMP), Scaled Agile Framework (SAFe) Program Consultant, Certified Scrum Master (CSM), and ITIL v3 Foundation. She has also been a Fed 100 winner, a prestigious award which recognizes the top 100 leaders influencing Federal IT. Consulting Magazine also previously named her as one of the top “30 under Thirty” consultants in the industry.
